Getting a tent may be an idea with side panels to keep the mosquitos away from the heat.
An alternative is a restaurant or golf course that can accommodate the number of guests for what you want for the right price. There are many venues in the Toronto/Hamilton area that will vary in pricing and choosing the best deal that fits your budget.

I should add - they do have an outdoor patio but it wouldn't be entirely outdoor. But it does have a really nice vibe and excellent mimosas.

Radius in Hamilton does a phenomenal brunch and they will rent out the restaurant for private events.

I'm not sure budget wise where these venues stack up but here's a pretty good list for Toronto!
