I was going to suggest the same thing as Bianca! If your friend has previously been to a nail salon that could accommodate her, would it be an option for her to go back there again?

If not, ask her exactly what the previous nail salon was able to do for her. You may be able to phone some nail salons in your area to explain exactly what it is you want and they may be able to do something similar.

Hmmm, I wouldn't know of any places out there, but if your friends had it done before, could she go back to the place that originally did it? That's the best idea I can put out since it sounds like an uncommon request.
